The Baltimore City Office of Sustainability updated its 2019 Climate Action Plan and outlined key strategies to reduce city-wide greenhouse gas (GHG) emissions. This 2024 American Planning Association (APA) award-winning plan focused on energy savings and supply, land use and transportation, and growing a green city as part of the broader initiative to achieve 100% carbon neutrality by 2025. This plan highlights the city's commitment to addressing climate change and promoting environmental resilience. The City identified strategies designed to: create high-quality pedestrian and transit-oriented neighborhoods; reduce waste during project construction; develop and implement a comprehensive recycling plan; and identify efficiency improvements to cut back on supply and create more energy savings. The CAP aims to integrate equity and resilience into its strategies, focusing on ambitious greenhouse gas emissions reduction targets and enhancing community engagement.

Assedo Consulting was engaged in this effort to review the City’s existing stakeholder engagement strategy and efforts to date, verify participation in the Resident Advisory Committee, and assess the engagement diversity of the community. The Assedo team reviewed community and local demographic data and compared it to participant demographics to assess the blend of stakeholders. Once reviewed, the team suggested strategies to reach more diverse participants. Work included identifying new and inclusive strategies that would encourage resident buy-in and understanding of the CAP and ways to get involved.
